BALTIMORE -- (MINS) In 2013, Baltimore Police paid $285,000 to consultant to figure out where they've gone astray. In the report the consultant recommended initiating a body camera program.

More than a year has passed and no such program has begun.

In 2014, Mayor Stephanie Rawlings-Blake vetoed a bill requiring body cameras for all officers on patrol.

Instead of moving forward with implementing the high paid consultants recommendations, Blake put together a 16-member body camera "task force."

Since the initial recommendation, several incidents of violent police brutality against Baltimore citizens have been caught on cell phone and surveillance cameras. There is evidence the department attempted suppressing the information and delaying it's release to the public.

The Baltimore Sun reports Blake stated “We will have a body camera program — at least a pilot program — in place this year." No dates or time frame was given for when, within the 10 months left of this year, residents could expect to see it.

After officers began wearing body cameras in Rialto, CA, complaints of excessive force against officers were “drastically reduced.”

The task force will release its recommendations Wednesday evening.

BALTIMORE -- (MINS)  Despite having won a legal battle with the National Football League, things are not looking good for Ray Rice.

The chances of seeing the one time Baltimore Ravens star running back, ever wear a uniform, or rush down the field again, seem to grow slimmer everyday.

As a free agent, Rice is free to sign to any of the 32 teams in the league, including back again with the Ravens, but he comes with baggage. Lots of baggage.

The legal system may have been lenient, but the league looks like they're showing no mercy.

Since being reinstated by an independent arbitrator's ruling in November, not one single team has expressed interest in Rice.

According to Jamison Hensley, writing for ESPN.com; "Rice can say 'one bad decision can turn your dream into a nightmare,' but that's only part of the reason he remains unemployed. What can't be overlooked is that he's a 28-year-old runner (an age often seen as over the hill for that position) with a lot of wear and tear. He had the fourth-worst rushing average (3.1 yards per carry) in the NFL the last time he suited up."

BREAKING -- Man Dies In Baltimore Police Custody #ICantBreathe


Police Claim "Life Saving Efforts" Performed, Man Dies Anyhow

BATLIMORE -- (MINS) Less than 24 hours after a mysterious crash involving a car being chased by police striking a pedestrian on Greenmount Ave., we now learn of a so called "police in-custody death."

The victim has not yet been identified.

This incident happened Saturday in the 4700 block of Old York Rd., just one block off York Rd./Greenmount Ave., the now infamous Corridor Of Death.

Interestingly, although there's no dispute of the man's death, the police memo is entitled "'Potential' In Custody Death."

Despite claims of police of the man stating he suffered from a "preexisting medical condition," we eagerly await the autopsy report.
Then again, considering how things have gone with other investigations of other "in-custody deaths," namely those of Anthony Anderson, Tyrone West, and 19 year-old George King, it's doubtful whether a full satisfactory explanation may ever be gained by the victims family, or the general public.

The Baltimore Spectator recently shared exclusive video of Baltimore Police hesitant to render aid, when they didn't believe a man suffering from asthma who told them he couldn't breathe.

BALTIMORE -- (MINS) A pedestrian was struck Friday night on Greenmount Ave.,  reportedly as a result of a police pursuit. But don't expect to see any media reports of it. Again we see Baltimore Police being given a pass by the press.


Although Baltimore Police haven't denied there was a -- possibly unauthorized -- chase, they're also not saying much. They did confirm a pedestrian was injured. Except for giving the time of the incident and confirming the location, no new details were disclosed.

More than 8 hours after the email, Baltimore Police have decided to move on and continue to play the strong silent type.

We're still trying to get to bottom of exactly what happened last night. This picture is a screenshot of Saturday's police briefing email -- that we were taken off the recipient list for -- sent to the media this morning. Our thanks to Justin Fenton for providing it. He'll probably be uninvited to some function as a result.

The ongoing lack of transparency and continued concealment of routine information should greatly concern any citizen. It's not acceptable and taxpayers should not tolerate it. The most basic information has to be begged for and even then, often is still denied. One wonders what else are they hiding?

What Can Baltimore City Government Officials Learn From the CEO of Japan Airlines?


Before reading this, just stop what you're doing and take a couple minutes to watch this video. It should leave you in awe. Who knew this quality of leader still existed in the world?
Celebrity, or servant of the people?
Baltimore City is struggling they say. A huge stir was caused when newly installed Governor Larry Hogan announced education cuts for the city.
The fact is, Baltimore has the highest property taxes in the state, yet city government has chosen time and time again to give those who can most afford to pay their share -- large corporations and developers -- sweetheart deals and tax breaks that are the true cause of lost funding. 
Why would anyone imagine it to be a good idea to have corporations pay virtually no taxes?
Sadly, when things get tight in Baltimore, services affecting citizens are cut. But officials continue to get raises and retain benefits packages valued well above those of the majority of the people they "serve."
Imagine if the mayor and other "leaders" took a lesson from the CEO of Japan Airlines and cut their pay, perks and benefits?
The honest humility and common sense pragmatism of this man is so honorable and inspiring, unlike anything you would ever see from entitled, city government elected officials like Mayor Stephanie Rawlings-Blake. She continues to expand her staff, and increase personal perks.
True leaders put others first. They sacrifice their own benefits and comfort for the good of the people.
Let's not even bring in any comparison to the typical, greedy American, elitist corporate pig. The kind who will ensure his own personal top earnings, even if his company and employees fall flat. 
There's something very wrong about the way we do business in this country. Perhaps there are things we can learn from those in a country that's existed far longer than our own.

BALTIMORE -- (MINS) After an inexplicable period of relative calm, where few reported shootings or homicides took place, Baltimore appears to be headed back on pace as the murderous mayhem returns.

Incident - 1

54 year-old James Williams, of the 3900 block of W. Garrison Ave. was stabbed and killed Wednesday night.

Police were called to the scene on the same block as Williams' residence shortly after 7:00 p.m.

There they discovered Williams suffering from a stab wound to the abdomen. Williams was rushed to the hospital. He died a short time later.

No motive or suspect information was released.

Baltimore Police homicide unit - who averaged a 45% clearance rate for 2014 -- are investigating.


Incident - 2

Baltimore Police tweeted a man was shot early Thursday morning. The incident happened in the 2200 block of N. Fulton Ave. No details were released on status and condition of the victim or any information on a motive or suspect


Incident 3

Police responded to the 300 block of of Collins Ave., at 1:00 a.m. Thursday morning for a call of shots fired. When officers arrived they found a man in the streets suffering from multiple gunshot wounds, including one to the head.

A short time after the incident, an area resident told The Baltimore Spectator he'd heard numerous gunshots from inside his home, but at first wasn't sure if anyone was hit.

The Baltimore Sun reports police said the victim was involved in an argument that escalated before he was shot.

No further details on what the argument was about nor information on any suspects was released.

I Can't Breathe! - Baltimore Police Dangerously Dismiss Elderly Man's Asthma Attack


Despite Plea For Help, Police Ignore Struggling Man's Condition

An elder man went into a full panic and asthma attack while being arrested in the lobby of an emergency room.

In a chaotic video submitted by a Baltimore Spectator #FieldSpotter; while showing no signs of physically resisting, Baltimore Police can be seen struggling to arrest the man.

At one point an officer even instinctively places his hand on his gun, though it remained holstered.

Early on it appears apparent the man is experiencing a panic attack.

The incident happened when the man was brought to Bon Secours Hospital, in West Baltimore for a medical emergency. While at the emergency room, the man claimed a substantial amount of cash was missing from his person and that it may have happened either during the ambulance ride or while at the hospital. Eventually police were called. At some point an active warrant was discovered, prompting the arrest.

Several times the man can be heard telling police he has asthma.

Family members state initially his potentially life threatening condition was ignored by police. They said some officers even accused him of playing games and faking his condition.

Although taking place in a hospital, no medical care is seen being given to the man while he gasps for breath in the lobby, surrounded by officers.

Eventually police are seen administering oxygen to the clearly struggling man.



Police Change Hospital Policy After Controversial Death

In May of 2014, George Von King, a 19 year old young man -- while a patient of MedStar Good Samaritan Hospital -- died after being shot five times with a Taser by Baltimore Police.

He fell into a coma, and remained brain dead for several days before passing away.

Police claimed the teenager was involved in a violent confrontation with hospital security before they arrived to assist.

In the aftermath of the incident, Baltimore Police Commissioner Anthony Batts stated he ordered a policy change, requiring officers responding to calls from a hospital to not do so unless a supervisor approves.

Officer's Discharging Of Firearm Leaves Many Holes In Story -- #InstantAnalysis

With Scant Details Given And Past Department History, Incident Begs Further Scrutiny

Reported Facts:

A Baltimore Police officer was attacked Saturday night and had to use his weapon to defend himself.

The attack happened around 10:45 p.m., after the officer spent time at an establishment in the city's Federal Hill neighborhood -- an area known for it's many bars and restaurants.

Officer Rashard King, age 27, was off duty.

While walking to his car near the intersection of W. Cross and Race streets, King was attacked in an apparent attempted robbery.

The unknown attacker -- described only as 6-feet tall and wearing a dark hoodie -- stabbed Officer King in the upper thigh.


During the attack, Officer King was able to draw his weapon and open fire on the unknown assailant. The man ran away. It's reported the attacker did not appear to be struck by King's bullet(s).

It was not clear if the attacker made off with any property or belongings of the officer.

The Baltimore Sun reported Baltimore Police Deputy Commissioner Jerry Rodriguez said Saturday night; police were canvassing the area for the suspect and for witnesses.

It's not clear if anyone saw what happened, or if there are CitiWatch surveillance cameras nearby.

The officer was transported to an area hospital for treatment. Less than 24 hours later, he was released.


Critical Analysis

The incident as reported seems highly suspicious and lacking credibility. There are key aspects of the story that do not add up, leaving a reasonable person to wonder: A) Did the attack on the officer really happen? B) If so, did it happen the way it's being presented to the public? C) Are there key elements of the incident being withheld either from the public, investigators, or both?


Vague Description Of Attacker & Other Oddities

The average citizen may not make the most reliable eye witness, but police officers are trained to be keen observers. It's an essential part of their job. It's highly disturbing to think a bold, knife wielding attacker could be on the loose, and the public has such a poor description of what to look out for.

It has shades of Det. Anthony Fata's now infamous incident in 2011, where he claimed to have been attacked in a parking garage near police headquarters.

Detective Fata was eventually tried and convicted for lying about his attack. Although he avoided jail time, the decorated veteran is no longer a member of the Baltimore Police Department.


  • Like Fata, King claimed to be walking to his vehicle when the attack took place.
  • Fata's description was also that of a hoodie clad attacker.
  • King's attack took place in an area where there seemed to be few, if witnesses. Just like Fata's.
  • Fata's wounding -- now known to be self inflicted -- was in the upper thigh. Exactly where Officer King was supposedly stabbed by his attacker.


  • After Officer King's attacker escaped, police descended on the area in search of the suspect. Exactly as they did when they looked for Detective Fata's non existent shooter.


The Great Escape

One of the strangest elements of the story is that of the alleged attacker escaping.

In order for the attacker to have stabbed Officer King as reported, that would place him in extremely proximity. What experts call the close quarters combat (CQC) or hand to hand distance. The type of distance where even the poorest of shots are likely to hit their target.

When using lethal force, police officers are trained to shoot to stop a threat.

If the first shot fails to stop the threat, either by missing the target, or due to the attacker not responding to the gunfire, an officer is trained to continue to squeeze the trigger, shooting until the desired effect is achieved and the attacker is no longer able to do harm.

Even if the attacker turned to run away upon Officer King identifying himself as a police officer (it's not stated if King did this), it's still unfathomable for him to completely escape from being wounded, or stopped from that close a range.

It is arguable that due to King being stabbed, he could have been disoriented, causing him to miss. But the fact of his being released from the hospital the very next day, suggests King's wounds were not very serious. Victims of serious knife attacks are rarely released so quickly.

As a police officer it's conceivable that more than the average citizen, King would expend great effort in ensuring his armed attacker did not get away. This includes sufficient counter attack to the ambush, via use of the weapon he carried.

There is also the personal motive of making sure your attacker is apprehended and brought to justice.

Then there is the sense of duty. Protecting the public from an obviously dangerous person, willing to to commit unprovoked attack. This did not happen.

If this part of the incident took place exactly as reported, the question begs to be asked; just where did those stray bullets go? In congested urban environments like downtown Baltimore, there should be great concern anytime there's gunfire, no matter the source.

Adequate training ensures that even under stressful situations, an officer should still be able to achieve at minimum, a modicum level of accuracy. Total misses are unacceptable and makes ones fitness for duty and being issued a firearm, not only questionable, but a potential grave liability and threat to the safety of the public that's supposed to protected.

In the past, Baltimore Police have demonstrated they're quite capable of hitting their targets -- with multiple shots even. Each year we see numerous police involved shootings. They rarely miss.

Last month an officer faced down a man with knife at child's birthday party. Things didn't end well for the man with the knife.

Officers Condition At Time Of Attack

It hasn't been stated whether the officer had been drinking at the time of the attack. The area is known as a hot spot for weekend boozing, and it was stated King had been patronizing an area "establishment" just prior to the attack.

The type of establishment was not disclosed.

If King had been drinking, his carrying of a firearm would be in direct violation of department policy, prohibiting officers from being armed while intoxicated.

Intoxication could also be a factor in being unable to hit a target within close proximity.

Police did not state if King was administered a breathalyzer test as part of their investigation.

In the past, being intoxicated hasn't stopped officers from carrying their weapons, or even using them in questionable situations.

Baltimore Officer Gahiji Tshamba, is currently serving a prison sentence for killing a man in an off duty shooting in 2010. Before that incident Tshamba once shot someone in a different drunken off duty incident. That man lived. At the time the shooting was ruled justifiable and Tshamba was restored to full duty status.

Several years later, in another alcohol fueled incident, Tshamba shot and killed former Marine, Gulf War veteran and city government employee, Tyrone Brown, outside a Mt. Vernon nightclub.


Summary Conclusion

There have been many incidents of police officers, all over the country embellishing facts. Sometimes even completely fabricating incidents. While often under reported in mainstream media, it is not rare in occurrence.

While it is entirely possible that Officer King may have been a victim of attack, at this point, upon examination of the facts given; evidence is strong that things did not take place in the manner in which the public is being told.

In short, the story seems unlikely and improbable.

Either the event did not happen at all, and is a total fabrication, or there is much more to it, including possible targeting, or an attack or retaliation unrelated to robbery took place. There is even the potential of the officer being familiar with his attacker.

Too many questions concerning crucial details remain unanswered in order to draw a firm conclusion one way or another.

Considering the history present, and noted strong similarity to a previous incident of a Baltimore officer fabricating a story of being attacked; it is our hope the department will conduct a vigorous and thorough investigation.

Should the incident be determined unfounded, don't expect to hear about it. The department is known for staying tight lipped about embarrassing events, particularly incidents calling integrity into question.

They've been known to sit on information for extended periods of time, only releasing details when forced too.

The now widely reported Rat Gate incident, involving whistle blower Detective Joe Crystal, took place a year before the public was made aware.

On a positive note, Officer King appears to have not been seriously injured as a result of the attack. Or whatever it was that really happened.

Shooting Slowdown! - 2 Shootings In 7 Days A Notable Lull



Monday ended With only a two shootings reported in the last seven days. Baltimore continues to have momentary peace during a much welcomed, yet unexpected virtual ceasefire.

So few shootings over a weeks time is extremely rare in the city.

In January, nearly everyday saw at least one shooting. On some days there were several. This resulted in 25 homicides and scores of other non fatal shootings, making it one of the most deadly months in recent history.

It will take a lot of hard work, but we must work to change this.

Sadly, with it's violent history, Baltimore has clearly earned it's spot on the list of the 50 Most Dangerous Cities In The World.
