Even for a place grown accustomed to a daily onslaught of violence and mayhem, the incident that took place late Tuesday night in the Poppleton Community of West Baltimore was one of unspeakable horror.

On the 900 block of W. Fayette St., just a short distance away from the University of Maryland Baltimore campus (UMB), area residents said the night had been quiet until shooting shattered the silence.

The Baltimore Sun reports, University of Maryland Police say two vans pulled up to the blocked just before 11 p.m., when two gunmen got out and began to unleash a hail of gunfire on the block.

Two men and two women were cut down by the barrage of bullets.

An hour after the incident, with over 100 people looking on, a lifeless body laying in a pool of blood was still on the sidewalk. Police held up a white sheet attempting to obscure the view of the corpse, but they were unable to block every angle.

While investigators processed the scene, several dozen spent shell casings littered the area, Evidence markers labeled as high as the number were 40 visible on the ground.

Onlookers seemed to be in a state of shock. Many with stunned, blank expressions on their face, as if still processing the horror that had taken place.

Crying and expressions of sorrow could be heard from all around as folk in the crowd reacted to the killings. Others exchanged hugs and hand holding. Some seemed upset as words and body language expressing anger was used.

One woman who declined to identify herself, told The Baltimore Spectator one of the victims was her
son's father.

A white van from the Office of The Chief Medical Examiner, with a gurney sitting beside it, stood by awaiting the okay from homicide investigators to remove the victim from the scene.

Police initially stated one of the victims had died at the scene, with the remaining three being transported to Maryland Shock Trauma center, just a few short blocks away. Before the investigation was concluded, the death toll had increased to three, with two of the victims being pronounced dead at the hospital. The fourth victim is said to be in stable condition.

The identity of the victims hasn't been released, but police say the deceased individuals are comprised of two men and a woman.
Police investigate quadruple shooting scene in W. Baltimore

While a motive for the shooting has not been disclosed, The Baltimore Sun reported that five days prior, on July 2, University police said shots were fired into a vehicle travelling on the same block of W. Fayette St. The passenger was injured from bullets that entered the vehicle. Raising the speculation of potential retaliation behind Tuesdays shooting.

An area resident wishing to remain anonymous, speaking about the neighborhood, told The Baltimore Spectator although things have been relatively quiet in the area leading up to the shooting, the calm was deceptive. He said there were numerous would-be gunmen laying in wait for their opportunity to deal death on the streets, as he hinted at further possible bloodshed.

While children played nearby, and normal life carried on in East Baltimore, police said a man was shot in the head Sunday afternoon on Kennedy Ave. near the intersection of E. 20th St.

He died a short time later in an area hospital. Police did not release the victim ID, nor a motive or information on a possible suspect.

When The Baltimore Spectator arrived on scene, a pool of blood on the sidewalk, and a baseball cap circled by evidence markers showed the spot where the victim was gunned down.

Surrounded by many falling apart, decrepit and abandoned houses, the neighborhood itself seemed like a place lacking life.

By Sunday evening tributes and remembrances had begun pouring onto social media for Edward Burroughs, who friends identified as the individual killed. They called him Eddie.

Police did not say whether a motive or suspects were known in this case and state the investigation is active and ongoing.

UPDATE: 1900 EST 3 JULY 2015

Baltimore Police have charged Keyon Jackson, 22, in yesterday's murder of Nate Wheeler Jr.(pictured), 31., court records show.

Police still haven't been publicly ID'd Wheeler as the victim.

A witness told the Baltimore Spectator suspects were pursued from scene by officers who heard the shots. This led to big commotion in Hampden. Baltimore Police still haven't released any details yet.

In November Jackson pleaded guilty to intimidating witness/juror, and was sentenced to 15 years in jail, but 13 years, 6 months were suspended. He was already out on the streets.

Information reported by Justin Fenton of the Baltimore Sun contributed heavily to this update.

BALTIMORE - (MINS) Baltimore Police responded to a call for a shooting Thursday afternoon, in the vicinity of the 2200 block of N. Fulton Ave. Responding officers found Nate "Man" Wheeler Jr., 31, shot multiple times. His birthday was the day before.

Witnesses tell The Baltimore Spectator, Wheeler had been working on a construction project in an area considered an extension of Druid Hill Park. While operating a Bobcat, a gunman approached and opened fire from extremely close range.

An area resident ran to the scene and observed Wheeler barely breathing and clinging to life. By the time authorities arrived, Wheeler was pronounced dead on the scene.

Another witness stated he saw Baltimore Police pursuing two individuals immediately after the shooting.

While police were on scene investigating, and with Wheeler's body still present, emotional family members began to arrive. One woman could be heard crying out loud, "why did they have to do this to my brother? He didn't deserve this."

Another lady, overcome with grief and emotion had to be treated and transported by a Baltimore Fire Dept. medic unit, after what appeared to be a panic or anxiety attack.

Before the scene was cleared, the crowd of onlookers -- with many seeming to be friends and family -- grew to nearly 100 people.

Friends who wished to remain anonymous describe Wheeler as a devoted father, and loving uncle, a source of strength and support for his entire extended family.
Wheeler grew up in East Baltimore and is said to have worked for Allied Construction for over 10 years, where he's said to have been a highly valued and committed employee.

A motive for the shooting has not been stated.

Medics were called to the scene to assist
with the traumatic impact of the violence on a loved one needing assistance.
Baltimore Police reported detaining two individuals, deemed "persons of interest," a short time after the shooting, but have not released their identity or clarified whether they've been charged.

The case is considered an active investigation. Homicide detectives ask anyone with information to call 410-396-2100.

In the last two years, eight people have been shot on the 2200 blk of N. Fulton Ave. Five -- including Wheeler -- have died.

Shooting Slowdown! - 2 Shootings In 7 Days A Notable Lull

Monday ended With only a two shootings reported in the last seven days. Baltimore continues to have momentary peace during a much welcomed, yet unexpected virtual ceasefire.

So few shootings over a weeks time is extremely rare in the city.

In January, nearly everyday saw at least one shooting. On some days there were several. This resulted in 25 homicides and scores of other non fatal shootings, making it one of the most deadly months in recent history.

It will take a lot of hard work, but we must work to change this.

Sadly, with it's violent history, Baltimore has clearly earned it's spot on the list of the 50 Most Dangerous Cities In The World.

Maryland Maintains Status Among "Most Dangerous" States In Country

Despite Rhetoric And Meaningless Claims, Numbers Tell The Truth

For the second January in a row, Baltimore is going through a scary spike in shootings and murders. Eight people have been shot in the city since Friday. Numerous robberies and assaults have taken place during the same time period.

A 20-year-old shooting victim, a college student, on campus, being loaded onto an ambulance.
Despite all the many good things Maryland has going for it, the inexcusable rate of third-world-like violence remains a permanent blemish on it's record. The seeming silence from politicians and leaders belie the facts of the true hazards to health that living in one of the richest states in the country come with.

Ranking as the eighth most dangerous state in the nation, Maryland would love to delude itself into thinking things aren't so bad. In reality, they are.

It should come as no surprise that Baltimore heavily tilts the balance of the entire state, ensuring it's position on the list. A situation that should concern every Maryland resident, not just those living in Baltimore.

If violent crime isn't addressed in a holistic, comprehensive manner, one that is viewed as a problem affecting everyone, with a sense of urgency, regardless of social or economic status or standing, true solutions will never be had. Expect to see another article exactly like this one, one year from now.

Here are the sobering numbers:

Maryland, the eighth most dangerous state.

Violent crimes per 100,000: 467.8
Population: 5,928,814
Total 2013 murders: 381 (13th highest)
Poverty rate: 10.1% (3rd lowest)
Pct. of adults with high school diploma: 89.1% (24th highest)

Unlike most dangerous states, Maryland’s high crime rate cannot be explained by economic indicators. The state’s median household income of $72,483 was the highest in the country in 2013, and only 10% of Maryland’s population lived in poverty in 2013 — well below the national rate of 15.8%. Also, nearly 38% of residents had at least a bachelor’s degree, more than 7 percentage points above the national rate. Nevertheless, nearly 468 violent crimes were reported per 100,000 residents in 2013. Baltimore’s violent crime rate of 1,401 per 100,000 city residents in 2013 — the seventh highest rate compared to other U.S. cities — may have skewed the state’s overall crime rate.

In a podcast recorded Saturday, James MacArthur candidly expresses seeing little hope for change.

When Saying What You Saw Kills

I often hear people ask; how come in these poor [usually black] neighborhoods the people don't cooperate more to help get criminals off the street?

The answer is simple. Because it'll cost them their lives.

"...at least 37 people in the District and Maryland who have been killed since 2004 for cooperating with law enforcement or out of fear that they might..."

Wanted Cop Shooter, Public Enemy Number 1 Captured

Story below is an early draft version that will be updated as more information becomes available. Be sure to check back later for additional background, context, and unique analysis.

As Case Rapidly Unfolded, Questions Arose Amid Conflicting Information

UPDATE: While this report was being prepared, WJZ reported Gregg Thomas turned himself in. But not before apparently granting an "exclusive" interview.

CAPTURED: Wanted fugitive, Gregg Thomas, the subject of a city-wide manhunt, wanted for

allegedly shooting off duty Baltimore Police Officer Sgt. Keith McNeill, turned himself in to

police and was arrested without incident Sunday evening.  Photo by Rochelle Ritchie/WJZ

A newly promoted Sgt. Keith McNeill
pictured with his mother, during
promotions ceremony.
Sunday night Baltimore Police ended a massive manhunt in connection with the severe shooting of off-duty Sgt. Keith Mcneill, when the wanted suspect turned himself in.

According to Police Commissioner Anthony Batts, McNeill was shot early Friday night while sitting in his personal vehicle on the 1900 block of Belair Rd.

Referring to incident as a "cowardly act of violence," in a briefing Saturday night, the Commissioner vowed to use every means available to track down whoever was responsible for the attack. McNeill was described as "taking care of basic, domestic personal business," according to Batts. He declined to elaborate further.

Suspect Named

During the briefing, police said they were seeking Gregg Thomas, aged 34, as a person of interest in the shooting. A flyer released said he was "wanted for questioning only." Within a couple hours, Baltimore Police tweeted an update stating Thomas was now a "suspect" in the shooting and there was a warrant for his arrest.

No specifics were given on the exact charge(s) on the warrant, nor what transpired to change Thomas' status from "person of interest" to "wanted suspect" inside a couple of hours.

Baltimore Police have not revealed what led to such quick determination and identification of Thomas as a suspect.

BOLO = Be On the Look Out. For what?
Typically descriptions of the wanted suspect and
information on the crime committed are

considered crucial on an intelligence bulletin.
Particularly one handed out to the general public.
Adding to confusion was a flyer (pictured) handed out by police officers to cars at the intersection of E. North and Belair Rd., in the area where the shooting took place.

Although at the time, the suspect was already named, and his picture had been released, a vague, lacking detail, indistinct bulletin was being issued to passersby. It is difficult to imagine how helpful those efforts could be, particularly to someone wholly unfamiliar with the incident.

Located near the intersection of E. North Ave and Belair Rd., adjacent to the landmark Baltimore Cemetery, save for a liquor story, a gas station, and a nearby methadone substance abuse program clinic, few businesses seem to be in operation in the area, particularly on the block where McNeill is said to have been sitting.

With a known history of heavy narcotics trafficking and extreme levels of violence in the vicinity and immediate surrounds, speculation and theories of what the off duty officer may have been doing in the area, have exploded on internet social media chatter.

Confusion Of Conflicting Information

Initially police had called Sgt. McNeill a "bystander" who was shot. The message quickly turned to him being "targeted." Despite vague media statements alluding to McNeill possibly being targeted due to his occupation, police have made no such determination, and stress it is still an active investigation, without any conclusion to motive as of this time.

Early media reports were worded in such a way, giving the impression of the officer being shot in the line of duty. This too has been determined to be clearly not the case.

The Baltimore Sun quoted Fraternal Officer Of Police president, Det. Bob Cherry, as saying he believed McNeill worked an administrative assignment in the Eastern District Station.

Throughout the city, SWAT officers conducted numerous raids in the search for Gregg Thomas. Batts has vowed they will not stop, and will remain relentless. A stern warning was issued to anyone hiding or harboring Thomas, as Batts declared him to be "Public Enemy Number 1." Numerous individuals have been detained for questioning in regards to the shooting.

More On McNeill

Recently turning 41, Sgt. McNeill has spent 19 years on the force and is married with children. A city native, and graduate of MERVO High School.

McNeill is a semi-professional motorcycle racer and an avid fan of the Baltimore Ravens.

At time of publication, McNeill condition was reported to be in critical condition of University of Maryland Shock Trauma Center.

Commissioner Batts described a semi-conscious, unable to speak McNeill, acknowledging his presence by nodding his head and giving a thumbs up.
