Few statements besides the quote above so readily sums up all that's wrong with Baltimore. With each week's new stories about wanton waste, fraud and outright criminal corruption in city government, any reasonable person can become exhausted by it all, wondering when will it end.

Recently we've been hearing rumblings about how the much vaunted CitiStat program has basically fallen apart, and ceased to accurately serve it's intended function. In a word, it's become a failure.

Could this be because the mayor's CitiStat Director, Mark Grimes, who earns $124,000-a-year also has a million dollar contract with the state to do something else entirely?

Grimes is guaranteed his city salary, whether he performs or not, but he actually has to document his work hours with the state.

The Baltimore Sun recently shared with us the following:

"A Baltimore Sun investigation has found that Grimes' private practice that he runs with his wife has charged the state thousands of hours on hundreds of cases since it landed a contract with the Maryland Department of Human Resources in August 2013 — five months before he started the $124,000-a-year CitiStat job.
Grimes' dual roles raise questions about how he has been able to juggle a private practice while working for taxpayers, especially as the CitiStat program has come under fire for failing to hold regular meetings and produce reports, even as its budget has doubled to $1 million under the mayor [Stephanie Rawlings-Blake].
No other Cabinet member lists other employment or a business that is still operating on their disclosure forms.
"It is understood that agency heads are presumed to be dedicating their total work time to the agency," said City Councilwoman Mary Pat Clarke, who is convening a hearing to examine CitiStat's operations and Grimes' outside work. "It requires that kind of commitment."

This place has serious problems. The worse part is no one ever seems to be held accountable. No matter how many millions are lost without any accounting, there are never any criminal charges. In the private sector these types of inexcusable actions would most certainly amount to charges of misappropriation, embezzlement or theft. At the very minimum an immediate dismissal. But not in Baltimore. Not at city government. Is this part of the "charm" in Charm City we hear so much about?

I love this city and the people of this city, but talk is cheap. I'd rather my actions speak for me beyond mere words

Words must be followed with work if there is to be any improvement.

For a man who works with words I realize that's a bit of a paradoxical statement. But my words are my way of inspiring action.

While accurately providing a diagnosis is my job, it will be up to others to cut the cancer out before the patient [Baltimore city] reaches a state of incurable, chronic systemic failure and collapse.

As a leading voice within Baltimore alternative media, realize the relative importance of the role played by independent voices like my own, but also know when action is necessary.

It's important to be clear, that it's action from others that's going to bring much needed change. A collective effort. For I'm but just one man with limited ability. But the words I write can reach many, creating a "buzz" or spark, of the kind that's necessary to set things on fire!

When I'm gone, long after I'm gone; it is my hope that my work may have helped motivate others to contribute to the cause.

The cause of creating a better Baltimore. Because let's be honest, like that embarrassing relative we all have but hate to admit, there's much room for improvement, even if we'd rather not talk about it openly.

Most Murders In Baltimore Are Never Ever Solved

With the death of one of the victims of a double shooting Monday night, Baltimore is racking up murders in 2015 at a rate that should cause alarm. Especially to those whose job it is to run this city. Even for Mobtown, Bodymore Murderland, this is a bit much.

At this point, other than the usual response from the usual so called leaders, it appears there's nothing new or innovative in the works and we can expect more of the same for the time being. We recently learned the homicide clearance rate for 2014 was around 45%. That's less than half. A failure no matter how you look at it.

Painting A Painful Picture

The decision to post a picture of a murder scene was not one tmade lightly. It certainly wasn't done just to gratuitously depict graphic horror either. After going to so many crime scenes over the years, I thought it would be helpful to show people some of what I see, if there is to be any true understanding of what's really going on. Scenes like this are seen by children in the city. Sadly this happens all too regularly. Sometimes while doing something as innocent as walking to or from school.

There are things taking place on a street near you, that will never be shown to you on the news.

Some TV news stations actually deliberately avoid reporting on much of the major crime happening here. If they are your sole source of news, you most certainly have a skewed view of reality in Baltimore. Quite frankly, you're probably a bit clueless. Chances are if you're reading this article, that description doesn't fit you.


Story Telling, Problem And Solutions




Police Commissioner Batts has a new plan. Again!
Despite the departments failing to effectively investigate murder, regarding 2014, Baltimore Police Commissioner Anthony Batts claimed in an interview on WBAL Radio's C4 Show; "we hit a home run this year [2014]..." You can listen to the entire interview in the player above.

Raw statistics have a sort of sterilizing effect. They do not tell the story of the realities taking place. Numbers are readily categorized and compartmentalized while the bigger picture is totally lost sight of.

To be clear, I do not have, nor do I pretend to be one bearing solutions. That isn't my job, it's not why I'm here.

My purpose and the purpose of this site is to tell stories of crime and politics in this city. To offer a sort of raw realism that you'll seldom find elsewhere. It's painting a clear and vivid picture of some of what's really going on.

In my view, to downplay or minimize the extent of horrific carnage taking place in our city, would be
a dishonor to the victims and their families. A sort of writing them off, almost as if there lives never existed and never really mattered.

It's very easy to collectively ignore the violence and simply see it as something that only happens to "other" [mostly poor and black] people. Sadly, it is impossible to have a sustained peaceful and prosperous existence when this level of crime is happening all around you. Sooner or later it will come to you. When you least expect it. Not if, but when. If not you, then someone you know. Someone close to you. Sometimes in ways you'd never imagine.

Baltimore has huge issues in crime categories other than murder too. Don't let our focus homicide cause you to lose sight of all the other areas we need to do so much better in,

Rape and various forms of sexual assault rarely make the news. But it's taking place literally hundreds of times each year, causing permanent physical and psychological damage to victims, extending far beyond themselves. Affecting their family, friends and coworkers too.

Serious assaults and beat downs, causing permanent life altering damage is something that's also rarely reported on. But they're happening at an absolutely devastating rate as well. Even if you survive an attack, it's difficult to be productive or raise and provide for a family, if permanent disability -- as a result of violence -- prevents this. No one really mentions this much either. But it's very, very common here.

Let's not even going into the thousands of robberies. Some reported to police and appearing on statistical charts, while many remain unreported by victims living in fear. Thereby allowing the numbers to paint a more optimistic picture than is reality, and police getting to pretend things are a way they know isn't so.

For reasons of space, we will avoid talking about the many crimes by cops happening in Baltimore. Were we to ever get a true and accurate figure of just what's really going on, we'd probably discover we're near leading the nation in that category as well.

The Baltimore Police Department is one that is deeply corrupt with criminal misconduct. The criminality knows no bounds, involving top commanders, right on down  to rank and file officers on the streets.

Having covered more crime and emergency incidents than any other independent corespondent in Baltimore, I've become pretty good at outlining in great detail what our problems are. It's going to take others to work on coming up with solutions.
 
Pretending the problem isn't a problem, or that it's less of a problem just isn't helping anything. Neither is not talking about it because it's grotesque or depressing.

If you live or work in Baltimore, what's happening here is your business. The problems here are your problems. It's all our problems.

At this point it should be quite evident the solutions needed will not be coming from government. I've stated this years ago on this very same site, and it's still true today.

Over the past ten years, though the number of homicides have fluctuated somewhat from year to year, overall there's been little appreciable progress. This town still has a shameful, inexcusable level of death and destruction of lives. And where there's lives being destroyed, eventually other things are too. The economy, vibrancy and livability of any city is all inextricably tied in to it's crime rate, particularly violent crime.

I'm very curious to see where we go from here.

Editorial: Has The Mayor No Shame? -- BALTIMORE DESERVES BETTER

English: Baltimore, MD Mayor Stephanie Rawling...Baltimore's Mayor Stephanie Rawlings-Blake is the epitome of a disengaged mayor. By every account, her response to crisis in the city often resembles more of an aloof princess than the leader of a modern American metropolis. Many things could be said in describing Lady Stephanie (most of them true) and her detached, far off, castle-dwelling attitude, but humility or contrition aren't among these. Cold, lacking compassion and empathy and disconnected, are just a few of the choice adjectives one can chose to describe Baltimore's Madame Mayor. 

To be clear, this city has a lot it ought apologize for. As leader of the city, the mayor could be an agent of healing in a city filled with age old festering wounds.  Learning to say I'm sorry when her people mess up would begin to restore faith in government.

Last week the mayor of Philadelphia publicly apologized to his city over the actions of a police officer who sucker punched a woman. Saying  "I'm ashamed...," Yet in Baltimore, police are constantly embroiled in one controversial scandal after another, and not one of them has ever brought with it an apology from city hall.

On the other hand, the Baltimore Police Department recently killed Anthony Anderson while arresting him. Anderson was unarmed and there seems no indication he was ever a threat to police officers. The incident is quickly shaping up to seem like what's appearing to be a gross application of excessive force. Anderson was killed in front of his family.

To make matters worse, there's evidence of a cover up at various levels including the police report. Initial statements suggested Anderson died not from being body-slammed on the pavement, but from possible ingestion of drugs. They say you shouldn't speak ill of the dead, but for a police department to kill someone then try to blame his death on his own actions is about as low as you can go.

Has the mayor apologized to the family of Mr. Anderson? No. Has the mayor even made a single statement on the incident, at least to say she's requested a full and thorough investigation in order that we may learn all the facts? Absolutely not. Has this mayor shown any concern she may have a police department thats out of control? Between the friendly fire killing of Officer William Torbit, and a whole slew of other questionable disasters perpetuated by a department that more often resembles the Keystone Kops than professional law enforcement, I'd say this mayor would do well to apologize. For not giving a damn.

Children have been pulled out of school, falsely arrested, wrongfully accused of murder, causing life altering emotional scars, but we're told this is Baltimore, these things happen. It seems every couple of weeks we learn of more massive fraud or waste in one city government department or another, but the mayor continues to sing the song of being broke and needy, seeking to increases taxes and fees, while sidestepping continued calls for audits.


PHONES AND FIRE TRUCKS

Rawlings-Blake had personal involvement and approval of a deal to upgrade city government office phones, to some kind of video phone system that seems more like a peeping tom, perverted-voyeurs dream, than an essential tool of government. Lost in the fact of the three-quarters of a million dollars spent on these phones, in what's been dubbed "phonegate,"is one thing. There's no evidence at all that the phone system that was already in place was inadequate in serving the needs of a claimed cash strapped municipality.

Lady Stephanie is the same mayor who with a straight face told the citizens she had to permanently shut down fire companies and close fire stations, not because there were less fires in the city, but because the money simply wasn't there. Even for a skilled writer of fiction like myself, it's hard to imagine the bizarro world inhabited by Stephanie Rawlings-Blake, where upgrading to phones more useful for peep shows than running a city, placed higher priority than keeping citizens safe. How on earth was nearly a million dollars found for phones, while at the same time none could be found for fire trucks?

Enough already! This is a commentary and not a compendium. The incessant indiscretions of this mayor could literally fill a book at this point, yet there are those who think she's doing a fine job. I believe these are the same type of people, who on judgement day will probably argue to God that the devil's not such a bad guy.

The truth is, apologizing is acceptance. Acceptance is acknowledgement. Acknowledgement is the first step in addressing a problem. Why would the mayor apologize when she's the leading dean of denial in propelling the great myth that things aren't as bad as they seem?

In my opinion, if Mayor Stephanie Rawlings-Blake spent a fourth of the energy she spends engaged in party politics, cheer-leading for President Obama and Governor O'Malley, this city would be well on its way to a better day. If for nothing other than neglecting her duly appointed duty, the mayor should apologize.

Commissioner Bealefeld’s Baltimore Secret Police

It should be pointed out that a few days AFTER this video was released, the local newspaper ran a big story detailing several officers of the Baltimore Police Department being internally disciplined. The discipline was due to Ku Klux Klan related activity. Interestingly, named in connection with the KKK incident, but not disciplined was Charles Bealefeld. Yes, that’s Commissioner Bealefeld’s brother. He’s a cop too. How convenient that he was transferred to another department right before the hammer fell. Correction, he “retired” from the Baltimore Police and suddenly showed up working for Anne Arundel County Police

City Council President Statement Re: Dixon Criminal Case

By now you've probably heard the breaking news that several of the criminal charges against Mayor Sheila Dixon have been dropped. One of her co-defendant's City Councilwoman Helen Holton saw all of her charges dropped. Below is the full text released just moments ago (1505 hrs) from the Office Of The City Council President

STATEMENT FROM COUNCIL PRESIDENT STEPHANIE RAWLINGS-BLAKE REGARDING COUNCILWOMAN HOLTON AND MAYOR DIXON

Today, I was very pleased to learn that all the charges against my council colleague Helen Holton were dismissed. As the legal matter has now been appropriately resolved, Councilwoman Holton will return to service as Chair of the Taxation, Finance and Economic Development Committee. My prayers are with Mayor Dixon as this difficult case continues. The remaining charges must be answered as part of the legal process in the court of law. Now it is time to let the lawyers do their jobs, and the City Council will remain focused on doing its job—making government work for the people of Baltimore.

Commissioner Bealefeld Not In Charge

Sources close to the situation have been revealing details to the Baltimore Spectator over the last several weeks. The claim is Baltimore Police Commissioner Frederick Bealefeld III, is more of a figurehead puppet than an actual leader. Our sources tell us someone else, a woman (not who you think), is actually in charge of the Baltimore Police Department.

We're attempting to get a response or comment from the Department and the Commissioners office. None received so far.

So who's really running the department anyhow?
