City Councilman Jack Young brings Police Commissioner Fred Bealefeld in front of the city council. He's there to explain a controversial policy change. The Baltimore Police Department will not automatically release than names of officers involved in shootings.
Commissioner Bealefeld is reprimanded for not having better communications with city hall.
